  1. Copy original Registered Deed/Certified Copy of Deed, if not applied for auto- mutation service.
  2. Last/ Up-to-date Land Revenue receipt (to be auto-fetched through e-Khajana).
  3. A self-declaration on oath stating that the applicant does not possess land in excess of the limit laid down under the Assam Fixation of Ceiling on Land Holdings Act, 1956, including land applied for mutation, and the land is free from encumbrance and litigation, and the applicant has a clear title as well as undisputed possession over the land.

Stipulated Time Limit :  Sixty (60) working Days.

Fees :

User charge: 500/-

Service charge (through PFC/CSC) – Rs. 30.

Printing charge (in case of any printing from PFC/CSC) – Rs. 10 per page.

Steps for mutation after deed registration

  • Gather documents: Collect the necessary documents, which typically include:
    • A self-attested copy of the registered sale deed 
    • Upto-date property tax paid receipts 
    • Land revenue receipts 
    • A filled application form 
    • An affidavit related to the land ceiling act (for purchase/gift) 
    • A copy of the original registered sale deed 
  • Submit the application: Address a plain paper application to the Branch Officer of the Mutation Branch at the local municipal office or revenue office. 
  • Pay the mutation fee: Pay the required mutation fee, which varies by location. 
  • Receive updated Jamabandi: Once the application is processed and approved, the name of the new owner will be updated in the Record of Rights, known as the Jamabandi. This document is a key proof of ownership and is necessary for future property transactions. 

Is mutation done after registration?

Mutation can be done only after registration of the property in the name of the person to whom it has been transferred. The process is carried out at the local municipal office after submission of the relevant documents and payment of mutation fee, which varies from state to state.

What documents are required for mutation in Assam?

  • Mutation is transfer or change of title from one person to another in the records of the local municipal body when property is sold or transferred.
  • Application for mutation can be addressed to the Branch officer, Mutation Branch, GMC in plain paper with clearly mentioning the assessment id,transferee name and other related information.
  • Duplicate Mutation certificate can be obtained by addressing an application to the Branch officer, Mutation Branch, GMC and providing the Case Number of the Mutation with payment of Rs. 100 (One Hundred Rupees) only , money Receipt at the Mutation Branch of GMC.

Overview

Mutation is the transfer or change of title ownership when property is sold or transferred. By mutation, the new owner gets the title of the property recorded on his/her name and the government is able to charge property tax from the rightful owner. Mutation can easily be done online in GMC.

  • Application on plain paper addressing to the Branch Officer, Mutation Branch, GMC.
  • Id proof of applicant(s)
  • Road/Lane where properties located (Mention in the application)
  • Receipt of Garbage collection from concerned N.G.O.
  • Death Certificate if property has devolved by succession from predecessor.
  • Next of Kin Certificate in case of mutation by inheritance.
  • Registered Will Documents, Registered Gift Deed if any
  • Authorisation Letter with photo ID (any) of the authorised person required in case the applicant is absent

What is the cost of land mutation in Assam?

Fee for office mutation in an urban area is Rs 200 and Rs 50.00 for rural areas. No charge has been fixed for field mutation so far and also mutation sought by way of inheritance in rural areas does not require any fee.

How to check mutation status in Assam?

You can check the mutation status in Assam online by visiting the Dharitree portal (the official online land records platform) at ilrms.assam.gov.in, selecting your district and circle, and then searching by name or dag number to view the land records and mutation details. 

Online steps

  1. Visit the official Dharitree Assam land records portal: https://ilrms.assam.gov.in/. 
  2. Select your district and circle from the options provided. 
  3. Choose your search method: you can either search for records by the owner’s name or use the dag number search option. 
  4. Enter the required details and submit the search to view your land records, which will include the mutation status. 

Offline options

  • Public Facilitation Centers (PFCs): You can visit a PFC located in government offices to check your mutation status in person. 
  • Citizen Service Centers (CSCs): These centers, run by village-level entrepreneurs, also provide land record services. 
  • Village Knowledge Centers (VKCs): These centers offer various services, including those related to land records.

Assam Namjari – Land Mutation Mutation means registration of the name of a person in the Record of Right (ROR), i.e. the process of transferring the title ownership of land from one person to another. Namjari or mutation is an essential process in all legal transactions involving land.
